2025 SELA Scholarship Recipients Announced

CTAS has selected the following individuals to receive CTAS Law Enforcement Scholarships to attend the Southeastern Leadership Academy (SELA) in July 2025:

  • Captain Shain Vowell – Anderson County Sheriff’s Office
  • Chief Deputy Tracy Brown – Grundy County Sheriff’s Office
  • Chief Deputy Tony Allen – Hawkins County Sheriff’s Office

CTAS Law Enforcement Scholarships

The County Technical Assistance Service (CTAS) offers scholarship funds to assist Tennessee law enforcement agencies in providing essential training opportunities for mid-level management personnel, investigators, and crime scene technicians. This scholarship helps ensure agencies have access to specialized professional development that enhances their investigative and leadership capabilities.

Scholarship funding is available for individuals attending the Southeastern Leadership Academy (SELA) and the National Forensic Academy (NFA). These programs provide comprehensive training in leadership and forensic techniques, equipping law enforcement professionals with the skills needed to effectively serve their communities.

About SELA

Interactive instruction from top law enforcement personnel is integral to the five-week SELA, formerly the Southeastern Command and Leadership Academy. Designed for mid-management personnel, each week focuses on themed lessons—from foundations of leadership and leading others to building external relationships, employee/internal matters, and critical issues—challenging participants to develop effective and progressive leadership styles.

Application Process

Eligible candidates must submit:

  • A current resume detailing their professional experience
  • A nomination letter from their county Sheriff endorsing them for participation

Scholarship funding is limited, so interested applicants are encouraged to begin the application process as soon as possible. By investing in training and education, CTAS is committed to supporting law enforcement professionals and strengthening public safety across Tennessee.
